IMPERIAL DECREE NUMBER 0049-1998
Constitutional Ammendment Number 06
"We, Emperor Claudio I, on this First day of the month of August of the year one thousand, one hundred and ninety eight of Our Lord, announce that it is Our Will and pleasure to decree, in behalf of Our Almighty God and of the good people of this Holy Empire:
- That the Constitutional Clause which STATES that the Premier must not be a member of any parties is hereby REVOKED; His Imperial Excellency may choose to join a party of his choice;
- That the IMPERIAL PARTY FOR THE GLORY OF THE DYNASTY is now a movement completely separate from the MONARCHY, which will now retain a position of NEUTRALITY on political matters, not supporting, officially, any party;
- That HHIM the Emperor RENOUNCES the title of "Supreme Leader of the PIGD";
- That the system of BIPARTISM is hereby ABOLISHED;
- That New Parties will be automatically registered if, and only if:
a) They have at least one Imperial Counselor or Qualicate as a member
*OR* five citizens, at least one from each Captaincy;
b) Their name is not considered ridiculous/not serious by the Judicial
Branch;
c) They have a Plan Of Government or MANIFESTO different from those of existing
parties;
- That an ELECTORAL LAW shall be created as a complement to this DECREE which will regulate the elections for Qualicates;
- That the Qualicates, elected directly by the people, will be the ones
to appoint the PREMIER, who, from the FIRST ELECTION on, will have 3 month-terms,
renewable by unlimited re-elections.
* Paragraph 1: The current Premier will have the choice to dispute the indirect
election mentioned above;
- That one will not be allowed to hold the position of Imperial Counselor and Qualicate at the same time.
